It is truly global in its consequences: such an attack by Russia. Radical changes after the full-scale invasion of Ukraine by Russia in February 2022 opened huge opportunities to close many perception gaps that existed between the EU and Ukraine after the accession of Crimea, but it also creates challenges for EU Diplomacy. This article suggests that significant shifts in attitudes, context, and policy have taken place in response to the major incidents. In this research exercise, a modest attempt is made to discuss the basis of the conflict between Russia and Ukraine, the perspective of studying an aspect of Europe's development: growth in EU public diplomacy. The geostrategic impacts and implications of this conflict for Europe prove that the EU's public diplomacy must be seriously rethought and developed.
